Every WINNERS vest carries a pure PE ballistic panel. Which one you order depends on whether the vest stays under a shirt, covers the neck and groin, or carries hard plates.

A vest and its plate
The tactical vest is a carrier. Ballistic plates slide into the front and back pockets. We make both, so the plate is checked against the carrier before the order leaves the factory.
